Google Gave Publishers an Off Switch. It Won’t Say What Happens When You Flip It.

Posted on September 22, 2026September 22, 2026 By MCNMMarketing No Comments on Google Gave Publishers an Off Switch. It Won’t Say What Happens When You Flip It.

There is a toggle sitting in Google Search Console right now, and somewhere this week an editor is staring at it with a cursor hovering and no idea what to do.

Flip it, and your reporting stops feeding Google’s AI Overviews, AI Mode, and the generative parts of Discover. Leave it, and your work keeps powering answers that increasingly satisfy the reader before they ever reach you. Either way, you are guessing — because Google reports how often your content appeared in those AI surfaces, and does not report how many people clicked.

That is the whole story. The industry got the control it spent two years demanding, and it arrived without the instrument panel.

Original analysis by DMMT. Reported facts are credited and linked inline throughout.

How the switch got built

The toggle is not a gift. It is compliance.

On 3 June 2026, the UK’s Competition and Markets Authority imposed a publisher conduct requirement on Google’s search services, using powers unlocked when it designated Google with strategic market status in October 2025. The requirement itself obliges Google to give publishers “effective controls over the use of their search content in generative AI,” to hand over “clear and detailed metrics on user engagement,” and to “take reasonable steps to ensure that search content is attributed clearly and accurately.”

Google has a nine-month window to implement, with compliance reports due every six months in year one. The CMA refreshed its summary of the requirement on 4 August 2026.

The rollout began where the regulator was. As first reported by Sarah Perez at TechCrunch on 3 June 2026, Google planned to test the opt-out with a subset of UK publishers before going global — and cited its own scale in the same breath, putting AI Overviews above 2.5 billion monthly users and AI Mode above one billion.

It did go global. Matt G. Southern reported at Search Engine Journal on 1 August 2026 that the Search Console control reached a subset of site owners worldwide in July. Google’s own description of the default, quoted in that piece: the include option “lets content appear as links and helps ground AI responses in AI Overviews, AI Mode, and Discover’s generative AI features.”

The number nobody will give you

Here is what a publisher can actually see: impressions. Here is what they cannot: clicks, click-through rate, or sessions attributable to AI surfaces. That reporting gap was surfaced in the SEJ analysis above, and it is the reason the toggle is unusable as a business decision.

The nearest available proxy is not Google’s. The Pew Research Center found, in a study published 22 July 2025 tracking 68,879 Google searches by 900 U.S. adults during March 2025, that users clicked a traditional result link on 8% of visits where an AI summary appeared, versus 15% where none did. Links inside the summary itself drew clicks on 1% of visits. Users also ended their browsing session entirely after 26% of pages with a summary, against 16% without.

Those are 2025 numbers from one panel and they are not a substitute for your own data. They are the only lit corner of a dark room.

Our analysis — DMMT original argument, not reported fact: an opt-out reported in impressions and not clicks is not a remedy, it is a receipt. It tells a publisher how thoroughly its work was used without telling it what the use was worth. The CMA asked for engagement metrics. Impressions are the narrowest reading of that word that survives a compliance review.

And the switch may take more than it says

There is a second cost, and it is not on the label.

As first reported by Charlotte Tobitt at Press Gazette on 30 July 2026, analysis by the news-SEO firm Newzdash covering more than 17 million Top Stories instances across 40-plus countries in the 30 days to 28 July 2026 found that 15.5% of trending-news results carrying a Top Stories carousel showed it inside the AI Overview rather than in its usual standalone position. In the UK the figure was 17.5%.

Top Stories has never been described as an AI feature. It is the single most valuable news placement Google offers. If opting out of AI surfaces also pulls a site from carousels that have migrated inside those surfaces — a risk raised in the SEJ analysis — then publishers are being asked to accept an unpriced loss on top of an unmeasured one.

Why some publishers are past the toggle entirely

For a growing group, the switch arrived too late to matter.

Neel Dhanesha reported at Nieman Lab on 22 July 2026 that publishers are now seriously discussing blocking Google’s access outright — a position that would have been unthinkable three years ago. The litigation track is running alongside it: Penske Media, owner of Rolling Stone and Variety, sued Google in federal court in the District of Columbia in September 2025, alleging its journalism was being used to power AI summaries that suppress traffic, per Axios’s reporting at the time.

Our analysis — DMMT original argument, not reported fact: the toggle and the lawsuits are the same argument at different volumes. Both are attempts to establish that a link back is not a courtesy. It is the price.

Which brings us to our own house

We are not writing this from a clean position, and we are not going to pretend otherwise.

An internal audit of this site completed on 13 August 2026 found that a large majority of a sampled set of posts consisted of third-party publishers’ summary text republished through our RSS pipeline with no byline, no link to the original, and no canonical tag — while our own editorial standards page claimed original authorship and our syndication page asked others to credit and link to us.

That is indefensible, and it is being fixed. Beginning with this post: every third-party fact on this site carries an inline publisher credit and a live link to the original; where we build on someone else’s reporting we say “as first reported by” and name them; and any post that is primarily a summary of another outlet’s work carries a rel="canonical" pointing at that outlet, not at us. Remediation of the archive is underway and we will publish the completion note when it is done.

We are making an argument about the value of attribution. We do not get to make it on credit we took.

What to actually do this week

  1. Check whether you have the control. Search Console → Settings. Rollout is partial; many sites do not have it yet.
  2. Do not flip it yet. With impressions-only reporting there is no defensible model for the decision.
  3. Baseline now. Record AI-surface impressions weekly. When clicks eventually appear — the CMA requirement asks for engagement metrics — you will need the before.
  4. Audit your Top Stories exposure separately. If trending news is a meaningful share of your traffic, the carousel migration is a bigger risk than the toggle.
  5. Fix your attribution before you need the standing. Every publisher in this fight will eventually be asked whether it credits its own sources.

' “You are the light of the world. A city set on a hill cannot be hidden. Nor do people light a lamp and put it under a basket, but on a stand, and it gives light to all in the house. In the same way, let your light shine before others, so that they may see your good works and give glory to your Father who is in heaven. '
